 
 
Foreign residents who plan to stay in Japan for
over 90 days should register at the Civic Affairs Division of the city
office. You should complete the stipulated procedures in person when
applying for registration.
Those who are under 16 years of age should have the registration application
completed by a family member of the same household. Since documents
such as a letter from your doctor might be required if you are unable
to come to the city office because of illness, please call the city
office as early as possible.

Applying for New
Registration
1. When entering the country
(1) Apply for foreign resident registration within
90 days of arrival in the country.
(2) Necessary items

(4.5 cm height x 3.5 cm width; taken within the past six months; not
required for those under 16 years of age)
(1) Register your child within 60 days of his/her
birth.
(2) Necessary items
Certificate of receipt of birth notification
or a birth certificate by a doctor, etc.
Application for
Confirmation (Renewal)
(1) Foreigners 16 years of age and over must apply
for their next confirmation (renewal) within the application period
stated on their foreign registration card.
(2) Foreigners turning 16 years of age must go
in person to their City Office within 30 days of turning 16.

Change in Registration
1. If there is a change in any registered information.
(1) Go to the city office within 14 days of changing
your address, name, nationality, residence status, period of stay, occupation
or location of work office. Furthermore, if changes occur in other items,
please go to your city office to complete the procedures as soon as
possible.

Replacement of Foreign Resident Registration Card
(1)If your foreign resident registration card becomes
extremely torn or soiled, or if you run out of space for changes or
revisions to name, date of birth, nationality, sex, etc., please go
to your city office.

Resident Registration Card
(1) If your foreign resident registration card is
lost or stolen, please go to your city office within 14 days of realizing
the loss or theft.

(such as a Lost Property Certificate issued by the police)
Foreign Resident Registration Card
A foreign resident registration card is your form
of identification and you must carry it with you at all times (those
under 16 years of age are not required to do this).
Returning Your
Foreign Resident Registration Card
(1) You must return your foreign resident registration
card to the authorities at the airport or port when leaving the country
(if you have a re-entry permit you are not required to do this).
(2) People who obtain Japanese citizenship must
return their foreign resident registration cards to their city office
in person within 14 days of acquiring Japanese nationality. The family
of a deceased foreigner must return the deceased's foreign resident
registration card to the city office within 14 days of the death.
Proof of Foreign
Resident Registration
(1) Proof of foreign resident registration serves
as verification of the holder's registered information such as your
domicile, etc.
(2) You or a proxy can apply for this proof by taking
identification such as a foreign resident registration card, etc. to
the Civic Affairs Division. Please note that a representative or proxy
other than a person from the same household as the applicant must have
a power of attorney.
