Japanese Education System

The educational system in Japan includes six years of elementary school, three years of junior high school, and as higher education, three years of high school and four years of college. In addition, there are two-year junior colleges and vocational schools. The academic year for these schools begins in April and ends in March of the following year. While there is no fee for the classes or textbooks for elementary or junior high school, the parent/guardian must personally bear the cost for school supplies, field trips, class trips and school lunches.

 

School Entrance for Foreign Children

Foreign residents who wish to enroll their children in municipal elementary or junior high schools must complete the appropriate procedures with the School Education Division of the Board of Education.

 

Entrance to Elementary or Junior High School

Every September, a School Entrance Health Checkup Notice is sent to eligible parents/guardians for children who will start elementary school in the upcoming school year. Please go to the designated elementary school to undergo the health checkup.
Then in January, an Elementary School/Junior High School Entrance Notification is sent in the mail to the parent/guardian.
If your address changes after receiving the notice because you have moved or other such reason, please complete the appropriate procedures to change school of entrance at the School Education Division of the Board of Education. You must also file the appropriate papers in the same manner if you are entering an elementary or junior high school other than a municipal elementary or junior high school.

 

Changing Elementary or Junior High Schools

(1)When moving to Tsurugashima

To transfer to an elementary or junior high school in the city, the procedures are as follows:

  1. Complete the Change of Address Notification (foreign resident registration) at the Civic Affairs Division of the city office.
  2. Next, complete the procedures for transferring to a school at the School Education Division of the Board of Education.
  3. Then, submit the School Transfer Documents (Student Registration Certificate and Certificate of Textbook Issue) issued by the former school of attendance to the school the child will be attending.

(2) When moving from Tsurugashima

  1. To transfer to an elementary or junior high school outside of the city, the procedures are as follows:
  2. File a Change of Address Notification with the School Education Division of the Board of Education .
  3. Next, obtain the School Transfer Documents (Student Registration Certificate and Certificate of Textbook Issue) from the former school of attendance.
  4. Complete the Change of Address Notification (foreign resident registration) at the municipal office of the new address. Then, bring the School Transfer Documents to the Board of Education at the new address and complete the stipulated school transfer procedures.

 

To Enter Kindergarten

There are six private kindergartens in the city. Generally, kindergartens offer programs for the two or three years before entrance to elementary school. Since it is also possible to enter private kindergartens mid-year, please process the necessary forms directly at the kindergarten of your choice if you wish to enroll your child.

Educational Counseling

At the Education Center, there are Japanese-language classes for children who cannot speak Japanese, as well as counseling services for such problems as bullying and truancy.
